I found this story about foreigners in American prisons and went to the Government Accountability Office (GAO) to link to the report.
The GAO, another bloated bureaucracy, though a necessary evil, did a study on criminal illegal aliens and found some not-so-surprising numbers:
In our population study of 55,322 illegal aliens, we found that they were arrested at least a total of 459,614 times, averaging about 8 arrests per illegal alien. [Good grief!] Nearly all had more than 1 arrest. Thirty-eight percent (about 21,000) had between 2 and 5 arrests, 32 percent (about 18,000) had between 6 and 10 arrests, and 26 percent (about 15,000) had 11 or more arrests. (Abstract)

Speaking of criminals, Fausta has information on the Mexican thugs known as MS-13.
Meanwhile in border state Arizona, Democratic Governor Janet Napolitano just vetoed a bill that would have designated English as the state’s official language. She said:
“The Legislature, to date, has failed to appropriate adequate funding to allow schools to teach English-language learners. Consequently, under Senate Bill 1167, English is required as the official language, but funds are not available to help non-English speakers to learn to read, write or speak English. Under these circumstances, making English the only language for official action is contradictory at best.” (Source)
So the people of Arizona, already burdened with illegal aliens sucking the system dry (and YOU pay for it), will have to ante up even more money to pay for Spanish-speakers to learn English before this governor will preserve the language. No surprise there, either. Whenever liberals are running things, this is what happens. Apparently Mexicans here illegally don’t need any incentive to become legal citizens or take it upon themselves to actually learn the language of the country they’ve occupied. Especially with paternalistic, patronizing liberal elites around.
I didn’t know that Arizona’s Supreme Court overturned the will of the people on this issue before.
The need to make English the official language of the U.S. as a whole or imprison foreign criminals wouldn’t be necessary if illegal aliens were deported in the first place. But I’m only a tax-paying American citizen. What do I know?
Addendum: Read Michelle Malkin’s post about illegal aliens protesting in Rockville, Maryland. If the U.S. enforced immigration law, the feds would’ve earned overtime pay at that gathering. Too bad.

LaShawn, I went to my hometown in Maryland to eat in a restaurant with my family and the whole town was overrun with illegal aliens. With my whole family in the car, we saw an illegal urinating on the brick wall not 10 feet away from a busy 4-way intersection. And, Doug Duncan gives these people sanctuary. The sorrow for the loss of my home town was sobering. I didn’t think I could feel so bad about it, but I do. It will never be the same there, and I’m sure countless other towns suffer, too.
It figures – break the law, get a subsidy. Obey the law, get taxed.

As a fully bilingual English-Spanish person, I can’t for the life of me figure out why anyone living here wouldn’t want to learn English. Or the language of the country where they reside, for that matter.
Buck, how do you know that the individual urinating on the brick wall was not a U.S. citizen or a non-citizen with a visa? When you say “overrun with illegal aliens” how many individuals is that, and how do you know who is a citizen, who is a foreigner with a visa, and who is a foreigner without a visa? And what is the population of the town that is “overrun” by these individuals?
How do you know the “whole town” is overrun by illegal aliens? Did you walk down every street and check out every neighborhood? Could it be that you saw people looking for work on one or two main streets and extrapolated that to “the whole town is overrun with illegal aliens?”
As for “giving sanctuary,” do you have any way of knowing which aliens are just after a better life, and which are genuine political refugees?
By the way, I share your disgust with public urination, regardless of the citizenship of the urinator.

I’m glad you feel that way! I welcome anyone from another country who is willing to learn english, and also understand that we have our traditions here.
I for one am sick of having to change things that my family has done for generations because some person from another part of the world doesn’t like it and claims ‘offense’ at it.

I don’t care if they are trying to find a better way of life. Do it legally. No problem. Come into this country without proper documentation (ie, illegally…which is where ‘illegal alien’ comes from) and you deserve to be sent right back to where you came from.

Being fully bilingual is wonderful, and should be encouraged. But Fausta is correct to wonder why anyone would move to a country and refuse to learn the prevailing language. Common sense would dictate that I learn German if I moved to Germany, so why on earth are there so many people coming here with no desire to learn English?
In every other generation, immigrants, including my ancestors, wanted to learn English as quickly as possible so they could become real Americans. And somehow they managed to learn the language without the need for 47 different touchy-feely government programs. The difference seems to be that many people are coming to America these days with no desire to become real Americans, but only to sponge off the American economy. Nuts to that.
Dan, our immigration laws allow for political refugees to be granted the right to stay in the United States even if they arrived without the correct visa. The rules are very challenging and it is difficult to prove that one meets the qualifications, and on top of that the INS does not give the benefit of the doubt to the applicant. But we do, in fact, have laws on the books allowing for sanctuary.
My question to Buck was apropos of his statement “Doug Duncan gives these people sanctuary.” I make a distinction, as the law does, between ordinary illegal aliens just looking for a higher standard of living, and genuine refugees whose lives would be endangered if they returned to their home countries.
All this talk about illegal Mexican immigration, and I do not see any unified effort to end it by the majority of Americans.
For example, Home Depot is known, for having hundreds of illegal immigrants, swarming on their parking lots. They are there in search of traitor (ex-American) employers to hire them. This happens, everyday, all over our country.
I guess mostly in California.
Why the Americans in these communities, do not swarm the same Home Deport parking lots, and demand of the traitor employers, to stop their treason, is beyond me.
What has happened to the courage of Americans?
We are the innocent victims, of this atrocity, this crime and betrayal against us.
If we want this done, we are going to have to do it ourselves.
Our government officials have betrayed us, and if we do nothing, they will give these criminal invaders another amnesty. We gave these criminals, amnesty, back in 1986, that is why we have 11 to 20 million of them more today.
There is no excuse for any of us Americans, to stand back, and to allow this to happen.
We have every right, as Americans to get in the faces of these illegal invaders, and demand, that they get the ****, you know what word, I would like to say, out of our country.
When did Americans become so lazy, and become to be such cowards?
We need to organize quickly, in every state, and remove these people now.
We will demand that they leave, our country, by a certain date, if not, then we will remove them, as peacefully as possible. If they resist, we will have to do what we have to do. They are the criminal invaders. This is our country.
Then we have to vote out of office, or impeach, each and every single government official, that has perpetuated this crime against us.
The REAL ID act, big deal, it may pass, that does nothing to remove these invaders from our communities. These are not American communities, these are Mexican communities, illegally, on American territory.
We need to do something quickly, while we still, outnumber them, and still all understand English.
We had a Civil War, (I know it was mostly about state rights!!), that ended one evil, slavery.
This is the new evil, and it must be stopped.
We cannot wait for our government, they have betrayed us. This is our fight!!!!!
I know it can happen, but nothing will happen, until we unite by the millions.
Look to the civil rights movement of Martin Luther King, they did it peacefully. They also were able to get together a million people, for a million people march on Washington D. C., if my history is right. It has been awhile, since I have read alot about history, but I think I am right.
These people must be deported, now, and punished.
Their punishment, should be, once they are removed, they will never stand a chance of becoming a legal citizen, of this great country.

Having lived in a town for 30 years gives me the pleasure of knowing every street, every building, and every demographic change. From the comfort of your home, perhaps you can condescent to such observations, but I grew up in lower income diversity settings, which is exactly where our “undocumented” settle. Is it documentation you want from me, by the way? That’s ironic! Let’s just say that there was not 1 of of 200 people I saw that were White, Black, Asian, or Muslim and none of them chose to speak English. In the seconds that it took me to drive by these people, I noticed the all to familiar approach that these people make towars any approaching work van. When the van drives by, they resume loitering. This is the typical tactic to obtain work for the illegals. After his failed attempt, he whipped it out, and urinated – Amazing what you can see in the short span of a red light and a drive by, huh? The truth is out there, with or without the documentation you seek.

Writing on here might unknowingly put me in a 15 round boxing match.
In regards to the Gov of Zona requiring better funding for bilingual programs before making the official language English, it is interesting to study the statistics behind the learning and facilitating of learning the English language. Studies suggest that English learning is more rapid, and assimilation into American culture is greater when education programs focus more on learning in English than they do in a 50/50 setting (as in ESL).
Others state that bilingual ed is a total waste of tax dollars. Bilingual programs are unfairly slanted towards one immigrant group (Spanish speakers) and offer the fallback that many students can complete coursework without having to learn much if any English at all.
While the intent of bilingual programs is to help these immigrants, it actually helps less.
Soft education=hard lessons later in life.
We continue to miss that point.
While I am not a fan of illegal immigration, I want to disabuse my fellow commenters of the notion that English is somehow a superior language. It isn’t. It fails to convey certain emotions and ideas adequately and is probably best suited for technical manuals. This nation is probably the only place on earth where you can travel 3,000 miles (coast to coast) and the people speak ONE language. We should all be bilingual, at least. Just one man’s opinion.

The fact that someone does not appear to be Black, White, or Asian (and therefore, by implication, appears to be Hispanic), and also speaks in public a language other than English, and also approach vans when it appears that work opportunities might be available, does not prove that this individual is a non-citizen, or if this person is a non-citizen, that there is a lack of a visa permitting this person to work.
(I deliberately omitted the word “Muslim” from your list of races because a Muslim is a member of a religion, not a member of a race. There are Muslims and non-Muslims among all of the world’s major races of humanity.)
I once had a Chinese landlord whose wife spoke only a few words of English. I believe she was an American citizen, but if not, she was a permanent legal resident. Not speaking English in your presence does not prove inability to speak English. Inability to speak English does not prove non-citizenship. Non-citizen is not the same as illegal alien.

I think the principle of free expression counsels against regulating language in this way.
What about the principle of common sense? Coming to an English speaking country and refusing to learn the language makes no sense whatever.
And what about respect for the host country, its citizens, its prevailing language and its culture?

I have traveled as a tourist to various countries in Europe, the Middle East, and Central America. While in these countries, I made an effort to speak a little of the local language with the people who lived there. But I spoke English with the people I traveled with.
Obviously, permanent residents need a higher level of local language ability than I had as a mere tourist. And most of them have it! But that doesn’t oblige them to use English when speaking among themselves.
If you had the opportunity take your family to Spain for a year, very likely you would speak English with them at least part of the time.
So please don’t disparage others for speaking their language among themselves in your country.
(I agree completely with you and others who emphasize the importance of immigrants learning English. My point is that we should not infer inability to speak English from the mere fact that we hear them speaking something else. We should also not infer immigration status or citizenship status from hearing them speak a foreign language.)

Anom, if I failed to make myself clear, I apologize. Nothing whatever is wrong with anyone speaking as many languages as possible; quite the contrary. Maintaining fluency in one’s original tongue can be a wonderful thing, and I see no problem there whatever.
The problem revolves around those who come to this country and refuse to learn the prevailing language as well as their native language. This refusal costs taxpayers a fortune, causes untold problems in education, and prevents the newcomers from becoming fully-functioning members of this society. There is nothing positive about being unable to speak and write English.
