I went to the Department of Homeland “Security†page from your link.
From there I clicked on the Border Management link.
On that page I scrolled down to the National Border Patrol Strategy link and found we don’t have one!404 - Requested Page Not Found on Site
I don’t think my comments are necessary.

The error page leads to Border Security Spotlight, which leads to this PDF copy of the Border Strategy. After sloughing my way through heavy bureaucrat-speak, I found this about the southern border:
“Other challenges include increasing cooperation with Mexico on policies to improve safety and slow migration.” (Emphasis added)
As I wrote before, National Border Patrol Strategy: None.

My husband just retired from the Dept of Homeland Security in November. Why? Their primary purpose was fighting over what they would be called (when INS & Customs merged), what color of pants they would wear, what would their uniform patch look like and on and on. He was stationed at LAX. Wanna hear something REALLY STUPID?! After 9-11, when the National Guard was posted–there were no bullets in their guns. Pathetic. We’re screwed folks.

Then we have: “The U.S. Border Patrol is now part of U.S. Customs and Border Protection (CBP) within the Department of Homeland Security. Information about the Border Patrol may be found in the Enforcement section of the CBP website.”
So we go to the CBP website: http://www.cbp.gov/xp/cgov/enforcement/
And scrolling down, we find:

The NBPS goof reminds me of a State Department goof, under the Clinton/mAddledbrained Dimbright administration that associates MLK and Civil Rights with Drug Facts & Figures. Who loves this country?
I first found this back in 1999 and the subliminal linkage still exists today.

One has to wonder about the motivation and/or lack of attention to details by the USINFO webmaster.
Actually, I should be fair, bureaucrats can’t help it when they get stuff wrong, they’re too busy moving on to other topics once they’ve finished and rarely lookback.
Although I must say that this one is hard to explain since they’ve apparently redesigned the website on 20 Feb 04. Maybe the webmaster didn’t like Colin?
I say fire (A76) all those redundant gubmint civil servant employees and replace them with performance based contractors. It’s a win-win: 1) we the taxpayers save money, 2) someone can be held accountable.
