This is why liberals &quot;rediscover&quot; blacks every election season, and why they take so many actions whose only possible outcome is to keep them poor, undereducated, and living hopeless lives in crowded urban ghettoes.  If they move up in society in proportion to the resources devoted to &quot;helping&quot; them over the past generation, then they&#039;d just be 10% of the population, distributed across a continent-sized country, and voting conservative.
